When you open a new case, a skeleton of the issues for that type of case will appear here.  Hide the issues not relevant to the case and add notes to the relevant issues.  If you add any issues, they will appear in the next new case of the same type—the skeleton grows with use.  With the buttons at the top, you can tie an issue to a call/note, an exhibit, a person, or to the chronology.  Then you can show the ties.
